WHAT IS THE 2023 COCAN?

COCAN 2023 is the organizing committee for the Côte d'Ivoire 2023 African Cup of Nations soccer tournament. It was created on June 7, 2018 by decree on the proposal of the Fédération Ivoirienne de Football (FIF) and the Ministry of Sports.

The local organizing committee is obliged to conduct all its activities in accordance with the CAF Statutes and Regulations, the contract binding CAF to FIF and the specifications issued by CAF. COCAN 2023 must set up the entire organization of the competition in accordance with the texts laid down by the continental umbrella organization.

COCAN 2023 is placed under the authority of the Prime Minister. This position was designed to meet the cross-cutting nature of the missions entrusted to it and the requirements of organizing a major event.

Interface de la CAF, le COCAN 2023 comprend 11 membres : un Président, un Vice-Président, 7 Présidents de commissions techniques et 2 Présidents de commission Ad hoc.

COCAN 2023 also has an Executive Board, the linchpin of the organization, and an Administrative and Financial Department.

LEGAL FRAMEWORK

INSTITUTIONAL & LEGAL FRAMEWORK

The Comité d'organisation de la Coupe d'Afrique des Nations 2023 (COCAN 2023) was created by decree No 2018-554 of June 7, 2018 by the President of the Republic at the proposal of the Fédération Ivoirienne de Football (FIF) and the Ministry of Sports. 

It possesses legal standing and enjoys autonomy in administrative and financial management.

COCAN 2023 is part of an institutional and organizational framework, and is bound by the acts governing the African Cup of Nations (CAN).

Its legal acts are numerous and come from both international and national sources.

THE AGREEMENT BETWEEN
FIF & THE COCAN

This agreement is the mandate given by FIF to the local organizing committee, COCAN 2023. Under CAF regulations, the Federation is obliged to set up this committee, to which it delegates its powers for the organization of the competition.

FRAMEWORK AGREEMENT BETWEEN CAF AND FIF

This is the agreement by which the Confederation of African Football (CAF) entrusts the organization of the CAN to FIF. This agreement, known as the Accord-cadre, is accompanied by a Cahier des charges. The Framework Agreement and Specifications contain a multitude of prescriptions and directives from CAF to which FIF is bound.

AGREEMENT BETWEEN FIF - COCAN & HOST CITIES

Under the terms of the Agreement between CAF and FIF, the latter is obliged to ensure that third parties, in particular the competition's host cities, respect the obligations or commitments it has entered into with the Confederation. Under this agreement, the host cities undertake to respect all the rights, regulations and instructions of CAF.

GOVERNANCE

THE STATE OF IVORY COAST

In accordance with the CAF Statutes, the government must authorize FIF to organize the CAN, with a commitment to make available to FIF, and therefore to COCAN 2023, its agent, the resources needed to stage the event, based on specifications drawn up by the Confederation. Thus, the Government undertakes to set up all the necessary infrastructures and to cover all the organizational expenses. For this reason, the State rightly exercises a right of oversight over all COCAN 2023 activities, hence the periodic reports it is obliged to send to the Prime Minister, Head of Government, and the Minister for Sport. On this basis, the Prime Minister has issued a decree creating an inter-ministerial committee responsible for setting up the infrastructure. This committee, chaired by the Prime Minister himself, includes, in addition to the Minister in charge of sports, who acts as vice-chairman, all the relevant ministries, as well as the President of FIF and the President of COCAN 2023.

THE PRESIDENT OF THE REPUBLIC

President of the Republic of Côte d'Ivoire

The President of the Republic, His Excellency Alassane Ouattara, has agreed to host the 34th edition of the African Cup of Nations in 2024. From the outset, he has given the project his full and unfailing support.


Adhering to the values of development, cohesion and unity, he considers that the theme of our bid to host the CAN "Côte d'Ivoire, land of integration" reflects our historical, social, sociological and cultural realities. It is also a call for unity and solidarity between African peoples.


A true national project, the President has the support of his entire government, led by Prime Minister Patrick Achi. And more particularly the current Minister of Sports Mr. Danho Paulin.

THE CONFEDERATION OF AFRICAN FOOTBALL

CAF, as the owner of the competition, has an Organizing Committee which has full control over all actions relating to the event. COCAN 2023 is entirely at its disposal, and is obliged to deliver all sports infrastructures and organizational arrangements six months before the start of the competition.  

THE PRESIDENT OF THE FÉDÉRATION IVOIRENNE DE FOOTBALL (FIF)

The Fédération Ivoirienne de Football (FIF) is an association of Côte d'Ivoire soccer clubs that organizes national competitions and international matches for the various Côte d'Ivoire national teams.


The Côte d'Ivoire national federation was founded in 1960. It has been affiliated to FIFA since 1964 and has been a member of CAF since 1960.


Yacine Idriss Diallo is the head of FIF, having been elected president on April 23, 2022 at an elective general meeting.


He is also Vice Chairman of COCAN 2023 and Chairman of the Marketing and Hospitality, and Telecommunications and Media commissions.

ORGANIZATION

THE PRESIDENT

The president of COCAN 2023, François Albert AMICHIA, has been appointed by decree.

A former Minister of Sports and Leisure and former Minister for the City, he is a man of considerable experience in the sports world. 

Côte d'Ivoire's first Olympic gold medal was won under his tenure as Côte d'Ivoire's Minister of Sport and Leisure.
